International Cartoon Contest ASEAN
& CHINA Relationship 2024
BACKGROUND:
2024 is the Year of ASEAN-China People-to-People Exchange. The two sides plan to hold more than 100 related activities throughout the year, including youth, tourism, media, education, art, and sports.
This inspired China Chamber of Commerce in Indonesia to collaborate with Bentara Budaya Jakarta (Kompas Gramedia Group) and HOCA (House Of Cartoon maniA) to organize an event in the field of visual arts, especially cartoons and comics to strengthen the relationship between Chinese and ASEAN communities.
Cartoons/comics as a universal language are easily understood by people more than textual works. Cartoon art is also the most popular visual style in the world. So cartoons/comics can be used as a means or bridge to understand each other and strengthen relationships between people of different ethnicities, cultures, languages, beliefs and countries.
There is a family story in Bali, Indonesia. According to history, during the reign of King Jayapangus Harkajalancana (1181-1269 A.D.), King Jayapangus married a Chinese girl named Kang Cing We, who brought advanced culture and technology to the region.King Jayapangus's palace was located in the area of today's Kintamani, Bangli regency. King Jayapangus' palace at Kintamani in present day Bangli district. The palace was converted into the Pura Dalem Balingkang temple, where people pray for good luck.
Contestants are expected to explore other stories in their region or country according to their own creativity. However, works are not limited to reality, fiction/fantasy stories are also allowed as long as they comply with the applicable requirements. It is hoped that this contest and exhibition will further grow togetherness and mutual understanding between Chinese and ASEAN communities and enhance cooperation between communities in various fields.
OBJECTIVES:
To strengthen the ties & quality of friendship between the people of China and the countries of the Southeast Asian Region that are members of ASEAN (Association of South East Asian Nations).
FORM OF ACTIVITY:
Single Panel Cartoon & Comic Strip Contest.
THEME:
The Stories of Friendship Between the people of ASEAN and China.
TERM & CONDITION:
1. Cartoon Category 1 (one) panel.
Specifications:
- The maximum number of works is 3 (three) pieces.
- Minimum size A4, maximum A3.
- Coloured or Black and White.
- JPG file.
- 300dpi resolution.
2. Comics Category.
Specifications:
- Maximum number of works is 3 (three) pieces.
- Maximum number of pages 4 (four) sheets.
- Minimum size A4, maximum A3.

PARTICIPANTS:
- It is exclusively for citizens of Indonesian and ASEAN member countries, consisting Malaysia, Singapore, Thailand, Philippines, Brunei Darussalam, Vietnam, Laos, Myanmar, Cambodia.
- Participation from other countries who interested about this also can be accepted, with a minimum age limit of 13 years and above.

DURATION:
1. Acceptance of works: 22th September – 16th November 2024.

TERMS & CONDITIONS:
1. Artwork must be an original personal creation with non-controversial intellectual property rights. Content must be wholesome, have a clear theme, an original story idea, and a positive
2. There must be no company logos, commercial adverts or any form of excessive publicity
in the work.
3. Works must not contain elements that offend or have the potential to cause conflict
related to Ethnicity, Religion, Race, and Inter group (SARA).
4. Works can be in the form of hand-drawn comics, digital comics, or other forms of graphic comics, which can consist of one-panel comics, four-panel comics, or illustrated stories.
5. After the announcement of the winner by the organizer, the media that publishes the work
will choose one work to be published in each period.
6. Works that do not win the prize may still be published by the media, with payment at the
standard rate for manuscripts (please confirm further on this payment term).

Thousand Rupiah).

ABOUT THE USE OF THE WORK
1. All creation shall be deemed to be available for safekeeping, use or publication by the Organizing Committee of the Competition and the relevant media, including but not limited to research, publication, distribution, publicity and award promoƟon.
2. The media may publish and use the winning creation free of charge and pay for the use of non-winning creation at the media rate.
3. The Organizer may authorize organizations and entities other than the media to use the winning creation, including, but not limited to, display in railroad company corridors, traveling exhibitions of public interest or commercial nature, and outdoor displays.
4. The organizer will make a special web page to display the creations for a long time, make a picture book and send it to the relevant units, and all the relevant authors will
be given a book.
5. InsƟtuƟons and organizations except the media that wish to use the winning creation, whether for public or commercial purposes, are required to obtain authorization from the tournament organizers.
INTELLECTUAL PROPERTY RIGHTS
1. INTELLECTUAL PROPERTY RIGHTS ARTICLE
1.1. Participants guarantee that every work they create is their own creation, original, has never been published and/or entered into a competition anywhere and is not the result of plagiarism, therefore parƟcipants are fully responsible for the authenticity of their creative work and.
1.2. Participants are the creators of the works entered in the competition, therefore as creators they will have the moral right to be written about or introduced as creators of works published through any media including but not limited to exhibitions, social media, print media and other media.
1.3. Participants hereby declare that the economic rights of the work belong to the Organizer or another party appointed by the organizer and grant a license or power or authority to the organizer or any party appointed and/or authorized by the organizer to publish, sell, rent, guarantee and/or do anything cooperation that results in profits or not for the work.
1.4. The ParƟcipant declares that if it is later proven that the work is not original and/or is not the result of the participant's creation, then the Participant releases the organizer, sponsor, donor, association, federation that organizes this event from any legal responsibility, and will bear any costs arising from the claim. including but not limited to court costs and attorney's fees.
2. CONFIDENTIAL INFORMATION ARTICLE
2.1 Confidential Information" means all forms of oral or written communication via print media, social media or any media, the results of judging, the process of organizing events or documents relating to the competition or confidential information from the organizers or any information about the organizers, sponsors, government parties involved, donors or affairs of the Organizing Party and all communications between the Parties and all information and other materials provided to or received by Participants from the Organizer;
2.2 Participants undertake to keep confidential and treat as confidential and to ensure that participants and their affiliates keep confidential and treat as confidential all Confidential Information, and all materials, information and other documentation provided in accordance with the requirements, or in the implementation of the competition; and not use any Confidential Information, or other materials, information and documentation unless permitted in writing by the organizer.
3. PROHIBITION OF DAMAGE TO YOUR GOOD NAME
Participants understand and are willing to legally bind themselves that during the competition and aŌer its conclusion, for any reason, participants will not make statements or comments that are inflammatory, defamatory, or damaging to the reputation of the organizers, sponsors, other participants, donors, or any parties affiliated with the competition and the organizers. This applies both directly and indirectly, and in any form to any party.
4. RULES OF CONDUCT ARTICLE
4.1 Participants must obey and comply with all rules set by the organizer. ParƟcipants must also accept all decisions made by the organizer, the Jury, and/or other parƟes appointed by the organizer.
4.2 Decisions made by the Jury are absolute and cannot be contested by anyone for any reason.
